Meet the Supervisors
The District Supervisor serves as a member of the Board of Supervisors, which is the governing body of the Lac qui Parle Soil and Water conservation District (SWCD).  The Board sets policy, hires employees, and is responsible to see that the operations of the District are run effectively and according to law and rule.

The Lac qui Parle SWCD Board of Supervisors meet on the First Thursday of each month at 8:00 am.  Other applicable meetings include: three area meetings and a state convention which is held in December.

District supervisors receive compensation and expense reimbursement for the work of the position related directly to the functions of the District.

Soil and Water Conservation District Supervisors play an important role in addressing a wide variety of resource management issues aimed at protecting and improving water quality, properly managing wetlands, and preventing soil erosion.  SWCD employees work with landowners and other units of government, in both rural and urban settings, to provide financial and technical assistance for these efforts.

SWCDs are local units of government, and Supervisors are elected to four-year terms. Terms are staggered so either two or three Supervisors are up for election every two years. Supervisors are elected at large, but must reside in the district they represent.  Monthly business meetings are held to discuss the business of the SWCD, including state grant allocations to landowners, district conservation priorities, coordination with other local units of government and state agencies, and legislative priorities.  They may also be authorized to attend area, state and other meetings and training sessions. District Supervisors are not paid a salary, but do receive compensation for attending meetings and are reimbursed for expenses.

Three positions will be up for election this fall in Districts III, IV, and V. LeRoy Schuelke currently represents District IV (Hamlin, Riverside, Maxwell, Providence townships and the city of Dawson)and Jeff Johnson represents District V (Lac qui Parle, Baxter, Ten Mile Lake, Camp Release townships and the city of Boyd).  Paul Schwendemann took the Oath of Office on July 1, 2010, to fill the open position left by the passing of John Rebehn, in District III (Lake Shore, Hantho, Cerro Gordo, Madison townships and the cities of Louisburg and Madison). This appointment is until the first meeting in January 2011. The remaining two years of the term will be filled by the individual elected to that position in the November 2010 election.

New terms begin the first Monday in January, which would be January 3, 2011.

 Meet the Lac qui Parle SWCD Supervisor Candidates:

 

District 3                 Paul Schwendemann

1.     What strengths would you bring to the SWCD Board?

         I have been a business owner for over 25 years and have experience in management, budgeting, employee management, customer relations and the importance of a good working environment. I also own land and have been involved in working with the SWCD office to enhance my land since 1998. I feel I have a good understanding of the functions of the office.

2.     Tell us about your past experience with conservation issues that make you qualified to be an SWCD Supervisor.

         I have been working with the Lac qui Parle County SWCD since 1998 when I submitted my first piece of property for the CREP program. I have also worked with the local office on WHIP, EQUIP, CRP, best management practices such as well sealing, shelter belt tree plantings, to name a few.

3.     What is your motivation for being an SWCD Supervisor?

        I would like to become more involved in seeing conservation programs happen. It is fun to watch conservation practices happen.

4.     What do you feel is the most effective approach to protecting our natural resources: voluntary adoption of best management practices by landowners, use of government regulation, education of the citizenry, or a combination of these approaches?

         I prefer voluntary adoption of best management practices. If people are educated and helped to implement the county’s best management practices, I believe they will do the right thing and apply these management practices to their operations.

5.     What conservation ideas or changes would you implement to ensure the sustainability of agriculture and natural resources in your district?

         I feel that the current projects implemented by the SWCD are great. I would like to see these continued and after spending time on the board, seeing if there are ways to improve or add to the SWCD programs.

 

District 4              This position will be filled by write-in votes. 

 

 

 

District 5              Jeffrey Johnson

1.     What strengths would you bring to the SWCD Board?

         I have an interest in conservation. 

2.     Tell us about your past experience with conservation issues that make you qualified to be an SWCD Supervisor.

         I have worked with our local SWCD many times over the years. Part of our farm had contour strips dating back to the 1950s. We have installed terraces to help prevent water erosion and make it easier to farm. Conservation tillage and no-tilling beans have also helped prevent erosion.

3.     What is your motivation for being an SWCD Supervisor?

         I want someone who is familiar with farming to be a Supervisor and to help set the policies for our local SWCD.

4.     What do you feel is the most effective approach to protecting our natural resources: voluntary adoption of best management practices by landowners, use of government regulation, education of the citizenry, or a combination of these approaches?

         Education of the land owners with a voluntary adoption of conservation practices. I do "not" feel government regulation should be used.

5.     What conservation ideas or changes would you implement to ensure the sustainability of agriculture and natural resources in your district?

         I feel our local SWCD is on the right track with their policies.

Plans and Reports
The Lac qui Parle Soil and Water Conservation District Board of Supervisors have adopted the Lac qui Parle County Local Comprehensive Water Management Plan as the District’s long-range plan.
  • Audit
    The SWCD's financial activities are audited when business activity passes $500,000 cumulatively.  For the Lac qui Parle Soil and Water Conservation District, this means an audit is done every other year.
    • 2009 Audit - The audit has been completed and is currently at the State Auditor's Office for final review. The report will be posted following the State Auditor's review.

    • 2005 Audit - the final audit report for the period ending December 31, 2005, is available for review at the Lac qui Parle SWCD Office.
  • Memberships
    The District is a dues paying member of the National Association of Conservation Districts (NACD), the Minnesota Association of Soil and Water Conservation Districts (MASWCD), the Southwest Minnesota Association of Conservation Districts (SWMACD) and the Lac qui Parle Chapter Pheasants Forever.
